I get 4 fps now instead of 7 fps that I used to and I'm considering getting a laptop that can run Heroes and Generals. I've done everything I can to clean my computer, play with graphics settings, and this is as good as it gets. If you use a laptop, please share what it is, its specs, and the frames you get out of it. If it's cheap enough, I may consider getting one. I'm aware that desktops can do better with less cost, but laptops are convenient and can be carried into coffee shops or libraries and make good use of wifi. I'm not a computer expert, and haven't paid a bunch of attention to the techies on the official forums discussing stuff like this, but from what I remember HnG is rather random and picky in what it likes (ie, some nice gaming rigs can't run it well at all but some potato computers get nice fps).

Do you want something more expensive that is prone to issues (dropping it, water damage, overheating), and will not be an investment? Do you really need your gaming rig to be a laptop? Now that I got that off my chest, basically, laptops aren't made for gaming, so for what you can get put of a 450$ gaming pc, you'll get out of a laptop for a few hundred more. To 'properly' play the game at 70+fps, you'll have to have a dedicated graphics card. What is this you may ask?
Basically, there are two types of graphics cards, integrated, and the usual one you're familiar with, dedicated. Dedicated is a standalone graphics card, put it in any pc and with enough power from the power supply, it'll work. Integrated graphics cards are almost always on your general store-bought laptops, and cheap and/or office pcs. Their purpose is to use as little as power as possible, while still providing a usable experience. They'll output 1080p video, play HD youtube vids, and play older games pretty well (pre-2002ish). This means that they don't usually have the most updated technologies (shader 3.0, newest DirectX support).
On top of that, integrated graphics cards share memory with your RAM, along with a small amount of on-board memory (128MB local and up to 512MB shared for one of my laptops). That being said, integrated graphics cards struggle to play CoD 2, let alone anything from the past 5 years. Sure, some are better than others, but the fact remains that you'll need to invest in a dedicated graphics card.
